“It’s like spending a year in line at the DMV, and at the end you still don’t know if you’re going to get the car title,” said Mike Snook, one of the three Nimby staffers. “It’s killing us.”

Nimby has so far spent more than $17,000 on the permit process, money that has been almost impossible to recoup because they’re not allowed to host fundraising events, said Nimby organizer Rachael Norman.
